Using open information to supervise representative government is an important aspect of the open government movement. Every country has undergone a different journey of development. The g0v community has also developed long-standing applications in this regard.

This track includes the participation of open parliament activists from many countries as well as senior promoters of early parliamentary supervision in Taiwan. Through multiple perspectives, they will explore new possibilities for digital citizens and representative government.

How does one participate in democracy and how to make participatory democracy possible have become issues of growing interest in recent years. At its inception, the g0v community had already discussed the related cases and set out to work on the platform development. However, more efforts are still needed in various areas in open data and infrastructures for the deepening of the democratization process.

In this track, we have invited two international speakers to introduce Europe's Pirate Party and their online platform review experience. The panel will involve a direct dialogue between executive committee members who have promoted openness and participation in the cabinet with academics who have advocated deliberate democracy in the community

This MoeDict project stems from the Ministry of Education's revision of the Mandarin Dictionary. With assistance from a diverse set of contributors, it gradually integrated Taiwan's various languages and facilitated a multicultural dialogue in the spirit of open information.

We are honored to have enlisted the help of the Ministry of Education and the pioneers of Taiwanese languages digitization in the education sector and have them share with us the fruit of our success in recent years. The new design for Moedict's website and mobile app will be unveiled for the first time during the summit.

Data visualization, data journalism, encrypted communications systems and network analysis: These information technologies have initiated new modes of participation and colllaboration for citizens.

In what ways can we integrate the issues through new analysis and application, in order to have a greater impact on policy planning, media forms and in-depth information interpretation and analysis? A number of hackers will share their exciting practical work with us.

Abstract

Ciudadano Inteligente (FCI) is an NGO based in Chile that aims to bridge the information gaps between the latin american people, also promotes laws and regulations to promote transparency and accountability in the government. In this sense FCI conducted a research called Interests Inspector (2011), that was intended to transparent the relation between the declarations of assets of Congress and the legislative work. The intention of it was to inhibit congressmen to benefit themselves and not the public good, specially considering that the chilean system doesn't provide an oversight entity for this kind of conflict.

He is involved in the international movement of Pirate Parties since 2009 and is the founding co-chairman Pirate Parties International, that represents Pirate Parties from 44 countries around the globe. He was a election candidate to the European Parliament and is elected to the city council in Offenbach. Gregory is a book author and frequent speaker at international conferences.

In the classical democratic systems a citizen gets a vote to express his will. This happen on a regular basis, typical once every four years. One bit of information (one cross) in four years is not great in terms of bandwidth. In todays world of ever present availability of broadband citizen demand a higher upload rate into political system. The Pirate Parties advocate for an „Democracy Upgrade“, by utilizing new software enhanced processes for citizen involvement. One of such approaches is Liquid Democracy and its software implementation Liquid Feedback. In this talk you will learn about it and other systems in use by the Pirate Parties.

教育部《臺灣閩南語常用詞辭典》上線之前，即已歷經拼音用字整合的紛擾而遲遲無法公布；上線之後，曾有一次與企業合作將資料庫加值利用的機會，已做出成果，而後竟因為一個與辭典本身毫不相關的因素而撤銷整個專案。而後編輯團隊接觸了創用CC，終於在2012年6月以「姓名標示-禁止改作」的條款釋出。這個歷程牽涉供部門的專業與不專業、無心與力不從心，除說明此一歷程之外，亦兼談公部門資訊公開的一些困境與難處，期待透過此一實例的討論與對話，累積更多督促公部門公開資訊的方法。

Sunlight has built tools and analyses that help our audience engage with our mission and issues. A less visible but no less important part of our work is working with government. Through a combination of carrots and sticks, we have influenced the White House's open data policies, improved the data disclosures of Congress, and contributed to the passage of reform legislation. I'd love to tell some of these stories, and to share the lessons we've learned about being an effective advocate.

Rich Bartlett is a co-founder of Loomio, an open source tool for democratic self-organising built by a team of free software developers, facilitators and Occupy activists in New Zealand. Rich was wasting his life as an engineer, until he started building DIY electronics and discovered the open source hardware community. Now he works as a software engineer on Loomio, applying the DIY open source engineering approach to 21st century democracy.

Loomio is an open source tool for democratic self-organising, built by a small team of free software developers, facilitators and Occupy activists in New Zealand. Team POPONG (http://en.popong.com) was founded based on the idea that everyone has the right to know about their society and therefore, engaging in politics should be easy and political data must be accessible. For this, POPONG aims to enhance the accessibility and usability of Korean political data with their services, especially by organizing and transforming the data into open formats, providing open APIs, and creating visualizations that are easily understood.

專案的目標是想要讓更多民眾，透過數據去了解各家電視台的品質，讓民眾可以自動抵制爛頻道，讓良幣驅逐劣幣。也希望透過簡單流暢的回報界面，讓更多民眾可以積極的去回報問題，讓 NCC 及各家電視台感受到人民監督的力量與壓力。

而 NCC 投訴的資料並沒有開放 API，所以我們自己爬了 NCC 的資料庫，並定出好用的 API 給開發者使用。如此一來就可以開發出相關的應用，而我們自己也用了這個 API 做了一些簡單數據統計在各個平台上（Android、iOS、Web）。

本次演講主題為台灣公司關係圖 (http://blog.g0v.tw/posts/175471/taiwan-company-diagram) 資料解構。身為前金融業從業人員，對於集團間的比較分析有狂熱興趣也是很合理的。敝人預計分享近四個月以來，對該資料持續進行清理、分類、正規化後得到的分析成果。透過整理後的資料，我們有機會觀察到台灣除了存在廣大的中小企業個體戶，還有為數不多但結合相對緊密的超大型企業集團。另外藉由進一步的分類，我們甚至有機會一窺不同集團間的親密程度概貌。

The functions of the media have changed some of the past campaign practices of the Sunflower Student Movement. The interactive functions between mainstream media and new media from television, newspapers, magazines to online space, social media and the decentralized open-source online community have all undergone new forms of experimentation.

This panel will discuss whether the role of the media — as a participant vs. an intervenor of the protest movement. We will also discuss the role of the online community as well as the prospects for the future.

Presently, climate change and the overuse of environmental resources have caused many natural disasters to occur. The rain/temperature gauge and air pollution map created by g0v have helped to bring the general public closer to environmental information.

The rise of social networking sites made decentralized activism practical; everything from simple information delivery to global collaborative work has been made possible because of the rise of technology and crowd participation.

How would communication technologies — combined with crowd-sourcing — accelerate the process of social change? This track features transnational citizen technology communities, the large-scale g0v-mobilized crowd OCR projects, as well as the two cornerstones of open content: "Wikipedia" and "OpenStreetMap", exploring the new driving forces of collaboration through practical case studies.

在 2010 回到台灣前，在法國巴黎居住超過 27 年。巴黎第五大學 CHU Necker Enfants Malades 醫學院肆業。2010 回到台灣後，接任青平台基金會資訊長一職，負責開放資料計畫的推動。三年多來，主要任務為開放資料，資料新聞學等泛稱資料素養 (Data Literacy) 的推動。2013 年底離開青平台後繼續以開放資料，資料新聞學為核心開始新的創業計畫。

What sparks are set off when social activists cross paths with technologies? New methods of dissemination, new tools of collaboration and new forms of communication are all influential on many levels. The processes of mutual communicating, learning and influencing all plays a part in the progress of a civil society.

This discussion about the new faces of activism will start with the new media in the Sunflower Student Movement, then move on to explore the possibility of combining technological tools and social activism, including how Hong Kong activists leveraged experiences and software from Taiwan's civic hackers.

If you are part of an organisation from outside the UK and you want mySociety’s help with online democracy or transparency projects, then it is likely that Paul will be your first contact. In many cases, Paul will also be the one who comes to see you face-to-face. He has frequently visited Africa, overseeing the re-launch and maintenance of Mzalendo, the Kenyan parliamentary monitoring website (which uses our Pombola platform), and working with groups in Ghana, Nigeria and South Africa. His work isn’t limited to a single continent however, and he is also working with groups in South America, Europe and Southeast Asia. Before joining mySociety, Paul worked for five years at British Telecom, the UK’s largest telecommunications company, where he gained invaluable project-management experience. These days, he is often to be found on a train or plane, looking for somewhere to plug in his laptop and trying to get a decent internet connection. 依環評法第4條第2款的定義，環評是事前對開發行為的客觀、科學、綜合的調查、預測、分析及評定其對環境影響的範圍及程度。因此「事前對環境現況的客觀、科學調查」，攸關對於評估開發行為究竟會造成如何影響的正確性，至為重要。為什麼環評容易被法院判決撤銷？主要原因即在顧問公司及其技師於環境現況調查過程中，為刻意隱匿對其不利的資訊，而在調查方法（包括時間、地點、路徑），或對環境現況的描述方式上取巧。再加上政府經濟至上的迷思，浮濫通過，反而適得其反。本次講題嚐試揭露其中內幕、並反思如何確保環境資訊與行政程序的公開、公正，使經濟發展與環境保護得以兼籌並顧？以利促進人民有真正好的生活環境。

雖然政府已經有越來越多資料以機器可讀格式或是開放格式放出，但是也有許多資料只願意以圖片的型式放出，為了處理這樣的資料，例如政治獻金掃描圖檔或者是地圖上的輪廓，我開始摸索 opencv 以及一些影像處理的方法想要拆解這些圖片，這次就來分享我的經驗吧！

g0v 兩歲了！兩年來， g0v 慢慢從一開始的「後勤軍火庫」延伸，生產軍火之外，培力各領域成員進入開放源碼的協作文化，讓軍火更能符合他人需要，也透過 g0v 凝聚出的行動原則，介入反服貿與 318 學運。g0v 的確已經不只是寫程式改造社會了，但那究竟是「不只是寫程式」，還是「不只是改造社會」呢？

「社會」的形狀如此抽象，不僅多元，每個人所理解的切片又都如此不同，究竟該怎麼改造，怎樣才叫改造呢？長期思考改造社會的傳統 NGO 組織，有沒有可能利用這些軍火，甚至訂作軍火，來協助社會運動的推進？當 NGO 有能力訂作軍火時， 該如何與 g0v 參與者相處，跨界打造合身武器？而 g0v 參與者在面對各方勢力的需求時，真能自然而然地和 NGO 合作嗎？

本次分享將透過講者親身進入 NGO 組織推動運動網路化的經驗，分享自己如何在「沒有人」與 NGO 工作者之間取得平衡，以及面對文化差異如此懸殊的兩個團體，又怎麼摸索出雙方都能接受的合作方式，希望能為企圖尋找 g0v 協作的運動團體，或是想要協助社會運動的沒有人，提供一些參照。

活躍於維基百科和開放街圖社群，正職為科技部落格TechNews科技新報編輯，曾經在自由軟體和數位典藏計畫工作。關心開放資料和開放內容相關議題，曾撰寫不少相關主題文章。舉辦過維基愛古蹟攝影比賽，以及無數場社群聚會，像是臺灣的維基寫作聚和開放街圖台北Meetup。最近熱衷翻譯軟體界面和教學文件，還有GIS軟體，期望翻譯後，能降低大家參與門檻。

當你沒有管道或者資源取得所需要的資料，你該怎麼辦呢？也許 crowd-sourcing 的網站是你的救星。維基百科和開放街圖，分別成立於 2001 和 2004 年，靠群眾的力量貢獻內窩，逐漸成為各方人士無法忽視的力量。維基百科成為快速理解事物的好工具，而開放街圖雖不為大眾所熟知，但默默的成為不少網站服務採用的地圖圖資。

維基百科和開放街圖的臺灣社群雖然起步晚，但不可小看近幾年的發展。2007 年時臺灣的維基社群成爭取並舉辦維基年會 (Wikimania)，各地的聚會也定期舉行，去年辦過維基愛古蹟攝影比賽。開放街圖的全臺性年會也辦了兩次，實體活動也定期舉行。

本次演講為大家介紹國外政府與開放內容社群合作的案例，回過頭回顧臺灣社群近幾年做過的大事，並且指出草根性的群眾社群，如何可能與政府合作的。
