Defending Democracy: Communities Can Help
abstract
Taiwan’s democracy is growing, but meanwhile it’s also confronted with challenges such as disinformation, foreign infiltration, and a global health crisis, which tear the society apart and throw it into chaos. Many have realized that Taiwan’s democracy needs its citizens’ guardianship and dedication to make it better.
The nonprofit organizations in the physical space, the open communities that are online and (seemingly) far-reaching, and networks of civil servants inside the government trying to break down barriers. Communities take many forms. What have they already done, and what will they keep doing to defend and deepen our democracy? How has “democracy” within projects and organizations affected the democracy of cities and countries? In the name of democracy, do the various measures really help devolving power to the people and deepening democracy, or is it just a handy tool in disguise for a small group of people to get benefit?

Audrey Tang is Taiwan’s digital minister in charge of Social Innovation. Audrey is known for revitalizing the computer languages Perl and Haskell, as well as building the online spreadsheet system EtherCalc in collaboration with Dan Bricklin.
In the public sector, Audrey served on Taiwan national development council’s open data committee and K-12 curriculum committee; and led the country’s first e-Rulemaking project.
In the private sector, Audrey worked as a consultant with Apple on computational linguistics, with Oxford University Press on crowd lexicography, and with Socialtext on social interaction design.
In the social sector, Audrey actively contributes to g0v (“gov zero”), a vibrant community focusing on creating tools for the civil society, with the call to “fork the government.”
Shun-Ling Chen is an associate research professor and the associate director of Information Law Center at the Institutum Iurisprudentiae, Academia Sinica (Taipei, Taiwan). She received her S.J.D. from Harvard Law School in 2013. She works in fields where society, information technologies and the legal system intersect, including the allocation of resources related to intellectual property laws. She spent years studying the development and enforcement of communal norms in online peer production communities, as well as how these communities negotiate externally with established institutions.

1.長期擔任台南市社區大學環境與自然學程召集人與環境行動小組召集人，以『護生－守護生命』為最核心價值。長期培訓環境志工參與守護河流與土地的調查。台鹼安順廠戴奧辛污染事件、二仁溪廢五金整治、搶救三崁店諸羅樹蛙棲地、老樹調查與復育、海灘廢棄物長期監測、守護龍崎世界級自然地景、全國各地土地污染調查等，都可看到這樣的核心價值。主張「護溪為護生」，去除二仁溪、鹽水溪、嘉南大圳、阿公店溪等溪流多處重大污染源。2007年與台南地檢署合作推動打擊犯罪異業結盟，推動污染巡守，合力解決大台南多項重大污染，為全國首創。
2.2005年公視「45度C天空下」──劇情取材在非洲取材於外交役男連加恩的故事，另一個角色為台灣付出的人物林宇誠醫師靈感來自黃煥彰老師－長期投入河川保護與台鹼污染導致居民致癌的田野調查及921後一直在達關部落的社工黃盈豪。導演王小棣說「再勇敢的故事背後，有比故事更勇敢的真實人物存在」。
3. 2007年帶領台南社區大學榮獲福特保育暨環保獎首獎，獎金50萬。、2014帶領台南社大榮獲『國家環境教育獎團體組首獎』，獎金100萬。
4. 2011年當選中原大學傑出校友、2016年全國SUPER教師大專組首獎、2018年全國社會教育貢獻獎個人
